Joaquim José de Carvalho (1895-1975) integrated - with Manuel Machado de Oliveira, Vítor Leão Pacheco, Pedro Augusto da Fonseca, Agostinho Augusto Pereira and Father Moisés da Silva - the Pro-Municipal Commission of Palmela that obtained the restoration of the Municipality in 1926 (the extinction of the county, with integration in the one of Setúbal occurred in 1855).

Following the Restoration, which is celebrated annually in November, Joaquim J. de Carvalho assumed the functions of Chairman of the Administrative Commission of the City Council of Palmela. The bust was ordered by the Group of Friends of the Municipality of Palmela.
